Level I recovery residences — uncertified sober living homes — represent the largest segment of recovery housing in California, and the segment probation, drug courts, and pretrial services rely on most. They are also the least connected: no shared directory, no verified availability, no coordinated information between the operators, referral partners, and agencies trying to solve the same problem.
